On the upgrade installation where I had with this issue, I closed OOo
including quickstarter, renamed both sub-directories. When I restarted
OOo everything was set to normal and I copied any configuration files
(user templates, dictionaries, etc) from the renamed user directories.

Obviously I can't say for sure, but I think it is a red herring. As I
said in another post on this subject, I suspect that there are 2 or more
variants of 680m7 Build 9044 out on the mirrors and one of these
variants creates this issue during an upgrade install.
