No it's not a bug, it is by design. When you open another Calc spreadsheet (or any other OOo module) it opens in a new separate window. At that point neither the new window, or the existing window will have the "X" you refer to. As you close OOo windows the last remaining open window will display the "X" close button. This can be useful if you want to close the file displayed in the last open window, but want to keep the base OOo window itself open. Hope this helps.
