pdfs generated on Windows and Linux are different for some reason, and
seam to be a bit better on Windows. See issue 66809:

If you need outline converted to pdf bookmarks or active hyperlinks,
references, TOC etc., you cannot do it by just printing to ps and
converting to pdf. Some markup has to be done by application itself
(I'm not an expert, correct me if I'm wrong).

If your files are meant just for viewing or printing and not for
browsing (hyperlinks etc.), I think ps2pdf (ps2pdf13,ps2pdfwr...) is
the best solution at the moment.

If you make e-books with TOC, bookmarks etc., you have to use OOo pdf
converter. There is also extendedPDF macro:
http://www.3bview.com/epdf-home.html
It gives better control on document layout than OOo converter.
However, it may be a bit outdated. For example, if you create
hyperlinked TOC from non-numbered outline with the same heading text,
e.g. H1: Chapter 1
H2: General
H1: Chapter 2
H2: General
H1: Chapter 3
H2: General

- the links in pdf will not be resolved correctly (and the macro will
warn you about it).
Also there are (at least I have) minor stability and configuration
problems when using with OOo 2.0.3.

I think it's for you to decide.

Agreed. A good testing tool :-).
