The odds are that the person is using it for English, Afrikaans, or German. For those, an l10n would be pointless. [The Namibian dialects of those languages are not much different from the South African dialects. (There is more difference between the English spoken in Redmond, Washington, and Boston MA, than between the South African, and Namibian dialects of those languages.)]
They either are reporting a bug in OOo, or they need the URL that automatically adds the locale data to the next release of OOo.
