I need to specify "." as decimal separator and 'dd-mm-yy' as
date format. I have tried every possible setting in Control
Panel\Regional, Regional Options, Customize but Calc just shows ",".
Specifically "Decimal Symbol" in Numbers and "Decimal Symbol"
in Currency are both set to "."
It appears that Calc saves settings during installation and
never looks at OS settings again.
I'm an Aussie, and I've never had a problem having "." as decimal
separator and "dd/mm/yy" as my date format. I didn't have to do anything
special, it just worked.
If your control panel settings are right, maybe they are being overridden
by OpenOffice.org's settings.
Have a look at Tools / Options / Language Settings / Languages.
My User interface and Locale setting options are set to "Default" (which I
assume means the control panel setting), and Decimal separator key is
ticked. Perhaps your settings here are different for some reason.

But to put your mind at ease, I don't believe you will need to alter
hundreds of spreadsheets. OpenOffice.org is definitely capable of using
the Control Panel local settings. That's the way it works on my computer.
