Tony, Telling us which OS you use would be useful in the future. I had to examine your message headers to find out that you post with Outlook which tells me that you have some sort of Windows but not which one. If OOo complains about being unable to save its backups, it means that the directory you have specified in Tools > Options > Openoffice.org > Paths > Backups has not been set up correctly by you. Perhaps you can re-direct this and alleviate the problem. As for OOo being able to override systems settings, I do not believe this is possible. -- PLEASE KEEP MESSAGES ON THE LIST.
