Thank you for your response. I am sorry that my remark offended you.

In answer to your last question first, Yes I did follow the example to see how 
to apply conditional formatting. As I stated before, it works beautifully for 
defining the font to be used, the font effects to be used, the alignment of the 
displayed data, and the background. I believe it also works for the formatting 
of numbers. But, I cannot get it to work with generation of borders.

FWIW, I also have not been able to figure out how to make use of the Cell 
Protection tab whether for conditional formatting or not but that's a separate 
issue and off topic for this thread. I know Cell Protection works because I've 
seen it used but I don't understand it enough to activate it myself.

As for your other questions, the Help always seems to imply that one would be 
using the "Cell Value Is" option but ignores the "Formula Is" option which does 
not need to make any reference to the value that is in that cell. I have made 
extensive use of this capability.

And, yes, I had already thoroughly read the Help for Conditional Formatting 
that you very kindly quoted in case I had missed it.

As a demonstration of my problem, I would like you to try applying conditional 
formatting that is designed to set border styles conditionally. Let's say for 
the sake of the test that all even numbers in a set of random numbers are to 
have a 2.50 pt Light Red border on the bottom edge of the cell while the odd 
numbers are to have a 1.00 pt Light Green border on the right edge of the cell. 
Please try this and let me know how you get it to work. I can't.
