I've seen this message, but I've never figured out the root cause. I've seen it with files created by OOo, and I've seen it with files created by other programs. As far as I can tell, it is a Windows problem and not an OOo problem.

Now, as to fixing it: It is possible, but no single method seems to work reliably. Sometimes it works to just stop the OOo QuickStarter; sometimes it works to Restart Windows; sometimes it requires a complete shutdown and power cycle; many times it requires a combination, and possibly even multiple iterations. Start by shutting down every program in your System Tray, e.g. web browser, virus tool, etc, and just continue with more and more severe efforts. It is a pain.
