John is right. MS has not published the file structure or an API for Works so making an import filter would take many manhours and no one has taken on the task of reverse engineering. However, one of our volunteers has contributed a way to get around works importing. Please see Chapter 14 of http://documentation.openoffice.org/manuals/OOo2.x/user_guide2_draft.pdf for this method.
