I discovered that while Open Office is open it saves the document in a cache location. When you exist Open Office a dialog appears that gives you the option to upload or not upload the file back to the webdav folder. If you select upload the file is upload as expected.

For example I can open a document from the webdavs folder in KWrite, which works on a local cached copy of a file and then uploads the file from the cache location to the webdavs folder when saving.
