You do this with Page styles. It would be best to study the
chapter on Styles, "Working with Styles" in the Getting Started
Guide. It is chapter 13 of this guide and is available at
http://documentation.openoffice.org/manuals/oooauthors2/index.html.
In essence, you will have to create a new page style containing a
header or footer for the page number. Then create a manual page break
at the bottom of page 3, select the new page style as the following
page style, and set the page number to 1. Then insert the page number
into the header or footer.
This is only a very rough outline of what needs to be done.
Chapter 13, that I mentioned, explains it in detail.
