The use of period vs comma as the decimal separator is a language
setting. If you change the separator character manually, you will find
that your number changes to a text string of digit characters, and you
won't be able to perform arithmetic on it. What you need to do is change
the number language.
Select any cell with a number in it. Right-click Format, then click
Number. In the top-right corner of the pop-up window, you should see
Language, it probably says Default. From the language scroll list,
select a language that uses comma as the decimal separator. That should
do it.
You can select more than just a single cell. I think you should be able
to select the whole sheet, change the number language, and every number
in the sheet should be updated.
One more thing: OOo is supposed to automatically use the correct number
language for your "locale". If your locale setting is wrong (this
setting is outside OOo, in Windows it's a Control Panel function. OOo
just reads it), you may experience problems with other features like
spell check, dictionary, etc.
On the other hand, if your locale setting is correct, then you have a
problem with OOo recognizing it, and you probably should follow up on
that or you'll experience all the same annoyances as having the wrong
locale setting.
