Sorry I was not so clear.
There are icons in the header of the Navigator. Use the icon on the
second row, second from left to switch between one or all categories.

If the Headers are the only active category (so no tables, pictures,
bookmakts, sections and so on - icon second row, second left) you can
drag the headers around.
(Sometimes this fails for me. In which opening an closing some things
helps.)
