If you do not have OpenOffice, or a compatible reader, installed then, as far as I know, there is no way you can open the attachment. It would be like tryimg to open a flash movie without having at least the free flash player.

You can do any of three things:
1. Install OpenOffice. It's free and, in many people's opinion, better than MS Office.
You can get it at http://download.openoffice.org/2.0.3/index.html

2. Install the free reader from http://www.officeviewers.com/

3. Ask the person/people sending you .odt files to send them as .pdf instead and then install (if you haven't already) the free Acrobat reader.
You can get Acrobat at http://www.adobe.com/products/acrobat/readstep2.html
Note that it's trivial for an OpenOffice user to save a document as a .pdf file. Can't say the same about MS Office ;-)

I am using Outlook Express and Microsoft Office. I received an email with an .odt attachment. When tried to open it, the error message was "The file does not have a program associated with it for performing this action. Create an association in the folder option control panel".

How do I open the attachment? Also, if every Microsoft Office user has to "create a link" then most likely it will be too complicated to open a .odt file. Can Open office be more user friendly?
