The language is a property of the text.
As far as I know, the best thing to do is make a paragragh style and /or
a character style for each language.
When the right style is applied to the right text, te spell check wil
use the right dictionaries.
The OOo Help contains information on styles.
I guess it is handy in your situation to asing various styles to short
cuts. That can be done via Tools|Customisation, tab Key board. At the
bottom in the list bottom left, you'll find the styles.
