Thank you, Mr. Singleton. I have filed issue 68188 to cover this issue.

I included a simple way to demonstrate the problem.

    1) Create a new spreadsheet.
    2) In cell A1 enter =CELL("filename")
    3) Select Save as... from the file menu and give the file a name.
    4) Look at A1 and you will see that its value is unchanged.
    5) Either perform CTRL+SHIFT+F9 or select Reload from the file menu to see 
that 
    this value should indeed have changed.

If you believe that this is insufficient then please tell me what more is 
needed.
