     Is this form used as part of a database? What version of 
OpenOffice.org do you have?
     A solution: If you can get the form in Edit mode, do so. Right 
click the blue background, and select Page. A window should open 
containing the color chart. Click the No Fill rectangle at the top of 
the color chart. Click OK. This should change the background color to 
White.
