I checked again my downloaded file and found out i got it from an international page and not the german version from your link.
Some propsals what can be done better in the future:
1. Ask if the language settings want to be changed.
2. Let the user install the same version again. To fix it I have to uninstall the current 2.0.3 version to install the german one. A little bit a waist of time.

If I remember correctly, the dictionaries changed between releases and
may or may not be compatible. I suggest you first try using File >
Wizard > Install new dictionaries to get the latest German ones. On the
off chance that this is insufficient, try downloading the German
language pack. This pack may be available from http://de.openoffice.org/
so check there first. If not try,
http://oootranslation.services.openoffice.org/pub/OpenOffice.org/
Be prepared to repeat the download dictionaries step again.
