Select the rows that you want to affect, or the entire table, then
right-click in the selection (context menu) and choose Row -> Height. In
the dialog, uncheck "Fit to size" and set a height if necessary. That
should fix the row height irrespective of the font size or number of
lines text in a cell or any other content.
