Definitely subscribe at the very least. You have a choice of many
individual messages or as a Digest.

As to you problem, you have not provided enough information to determine
what is wrong. However, I do know that OOo will tell you when you can
D&D by changing the cursor shape. You might find that the section titled
"Moving Text Sections in Documents" on or about page 64 of
http://documentation.openoffice.org/manuals/OOo2.x/user_guide2_draft.pdf
explains what is going on.
