In Writer, you can set a character style for each language you
use. In this style, you can include the particular language and the
font it needs as well as other formating. When you change the
keyboard setting for a new language, you can then also double click
the appropriate style.
Perhaps I find this fairly easy because I keep the Styles and
Formating window docked at the left side of OOo for easy access.

He wants to change the localization of input rather than output. I would
not use a macro for this neither. The maximum I would do is some button
or shortcut calling the options dialog. The selected category is saved
during the session, so you get the languages again when you recall the
dialog. But some people need everything with one click from some
sophisticated userdefined control ;)
