Is there some way to use self referential bullets? By this I mean:
using numbered bullets and using some tag to identify a particular
bullet so that I can do:
7. This item is affected by the decision about item #{4}.
And then if I insert a new bullet above item 4 all the bullets are
renumbered appropriately but the reference continues to refer to the
correct bullet (now #{5}).
