I'd suggest that the reason the disability commission is opposed is because of money. In this case, OOo requires no money. This is a major liability for an organization whose major function is buy the lowest quality product, and the highest possible price.
The function of organizations for disabled people is to buy product for one person, using money provided by a second person, from a third person, with nobody caring about the quality, or cost-effectiveness of the product.

On Win2K Professional, OOo 2.0.3 does work with the screen magnifier that comes with Win2K. It also works with ZoomText 8.1.
Claims that OOo does not work with screen magnification software are obviously flat out lies, by people that have not tested it out for themselves. [I'm at 14.4 KB, otherwise I'd get the URL for the trial version of ZoomText for people to download, and text it out for themselves.]
I will grant that it does not work with Jaws, but that is purely because Freedom Scientific is on record for saying that they will never support any software that is not created, and distributed by a company other than Microsoft.
I will also grant that using OOo without a mouse is difficult. Not impossible, merely difficult.
