If I just want to use the OOo database application, I assume I must download the whole suite, but can I then choose to install only the database?
Or must I fully install the whole suite and then only use the database and not
use the rest? That seems like overdoing the install.

As Dan Lewis described, you can install just Base. But I think it would
be a good idea to install the complete suite, so you can see how the
other parts work and maybe like it as a whole.
