Yes you do.  Registering the database in OpenOffice.org makes the database 
available to other products such as the Address database function.  If you want 
to use the database in standalone functionality, then you can check no.  This 
applies to all versions/platforms of OpenOffice.org 2.0.3, not just to the 
Windows platform.
