I agree totally. Writer is practically useless for producing W3C compliant code.

Dreamweaver is big $$$ but excellent. Nvu is a free, open source wysiwyg web 
authoring program .  http://www.nvu.com/index.php

You get even better control by writing your own XHTML and CSS. I use HTML-kit 
to 
write XHTML http://www.htmlkit.com/  
and TopStyle Lite for CSS
