Yes, it is legal to sell OpenOffice.org software on CDs, for whatever
price a seller is willing to sell it for and a buyer is willing to pay
for it.
From what I can tell, $8 including shipping is fairly typical. For
people with slow-speed connections, which would take 6-8 hour to
download and they might have to try several times to get a "good"
download, paying $8 might be a bargain.
