In my case the footer does resize height but .... only when all the
columns are full. If you want to decide the columnbreaks then you have
to insert a manual break and then choose columnbreak. I've tested it and
it works.
Again you could also insert a table in the footer. That way text you
enter stays in the column you entered it in.
So there are two ways to control where your text will appear in the
footer. You decide which works best for you.
