Yes. If NeoOffice follows the menu system of OOo, ">File >Wizards >Add
Dictionary" will get you to how to install new dictionaries. Note: an
active internet connection is required.

Language is an attribute of style. As such, you would need to make
language specific styles.
If you meant, 'hot to use the tool to install new dictionaries', the
instructions are written in a dozen languages. Basically, it "select
the appropriate language", hit "next", and then hit "install".
