I have the same problem in Calc as the OP. Using Windows XP (Home) SP2;
OOo 2.0
In Windows, I find that many programs don't scroll the way I expect, or
scroll at all (including vertical scrolling).
A little utility I find helps a lot is KatMouse
(http://ehiti.sdf-eu.org/katmouse/). Suddenly, a lot of programs that
wouldn't scroll before start to work, and some programs that used to
require me to click into a panel before it would scroll, start to scroll
without clicking. I find it difficult to survive in Windows without
KatMouse.
I can't guarantee that it will work in this case, but it's probably worth
a try!
Please let the list know if it works.

Thanks for the suggestion Adrian. Initially it does not seem to make a
difference, although this may be because I have yet to learn its ins and
out.
The problem I have is that I am importing a 5 column csv file into Calc. The
first column is a number, then two dates and a text column. The fifth column
is also a text file but very wide and the horizontal scroll acts as though
it's on a rubber band when it gets towards the right hand edge of the column
making the last bit unreadable. It is not a major problem as I can
read/correct what's there using Word, but annoying nevertheless.
