Tim:

First: There is no location on the Internet where you can legally obtain
Microsoft products for free.
Second: Keeping that in mind, OpenOffice.org is a free OpenSource Office Suite
with ability to import and export files (that is open and save) in Microsoft
compatible file formats.
Third: The Presentation software part of OpenOffice.org is called Impress (and
it does.) To produce PowerPoint compatible presentations, you create your
presentation using the Impress program and then save your work as a PowerPoint
compatible file using File -> Save As and in the bottom part of the file dialog
you can select OpenDocument Presentation, several StarOffice formats and a
couple of PowerPoint file types. Select PowerPoint 97/2000 and save.
