Hi, Cor.
I think the procedure is to leave the password blank and click OK.
I believe it isn't a bug. The same thing applies when protecting a
sheet or the document.
Click OK without a password to protect without a password.

Hi all,
In Tools|Options|OOo|Safety you can set protection on a file for
tracking changes. And add a password to it.
When that is done, you can click on Edit|Changes|Track Changes and
then in the password dialog that follows click cancel ...
After that the protection is just removed .... and changes are not
traced....
Checked this on XP 2.0.3 / Debian 2.0.2
I couldn't find an issue in IssueTracker.
Anyone knows about this?
If not, I can file the issue.
Pls see http://www.openoffice.org/issues/show_bug.cgi?id=69751
