I would try to install the English OOo ánd a Dutch Language pack.

Settings|Languages.
Chooe different language;
Close OOo (inlc. quickstarter);
It seems, unfortunately, that, if you want the functions in English, you
must also set the User Interface to English. Have a look at this thread
