Though 'unopkg list' shows the package installed I don't see
postgresql as an option in the drop-down list of OOo Base when
creating a new database using an existing connection.
Is there some other packages OOo or OS I need to install or
perhaps a _really neat trick_ I'm missing.

Start OOo and check the list of packages under Tools - Package Manager -
My Packages. You can also try removing and reinstalling the package via
this dialog.
Just a comment - I was using the PostgreSQL JDBC3 driver but switched to
the SDBC driver because of problems with data types. The SDBC driver
also has a few problems (in other areas) but nothing critical for me
yet. I'm currently having a problem using PostgreSQL rules and
accessing the 'currval' sequence number function from within the rule
over network connections (works on the local machine so maybe a timing
race condition) and I suspect the SDBC driver but have not pinned this
down yet.
