In my old Word '97 there is a function called in 'VIEW' called
'Online layout' which allows a separate [from the body of the
document] collapsable listing of all headings, and which links those
leadings to their place on the document. Does OpenOffice.org Writer
have a similar function and how do I access it?

Yes: the Navigator.
F5 of Edit|Navigator.

Not only shows the headers, allowing to navigate (see icons) or drag 'n drop (with onmly headers visible) but also offers tables, graphics, bookmarks, sections and more. With ofthe the possibility to copy, link, hyperlink, also with another document ... sorry, my answer is geeting long.
