First, downloading through Safari is broken. No, there is no attempt to fix this. Second, is there a particular reason you are using 10.2.4? It is very old version of MacOSX. If you cannot upgrade from this version to a more recent version of Mac OS X, you will have to find and use version 1.1.4 of OpenOffice.org. No version of OpenOffice 2.0 will run on your Mac as we built them using Mac OS X 10.3 and they will NOT run on 10.2.
