Just select a CELL in the range and goto to Data>Sort. Now select the way you want the data to be sorted, in your case on URL, ascending. If your range does not contain a column header then you must uncheck the box on the options-tab. Click OK. Calc will assume the range of your data and sort it. If you select more than one cell Calc will only sort the selection.

I have a spreadsheet with login information for websites, like this:
URL | username | password | notes

I'd now like to reorder the rows such that the first field, URL, will
be alphabetical. However, when ordering the URL column by itself, the
other columns are not reordered.

How can I reorder this spreadsheet so that the rows will be "locked"
and reordering on one coulmn keeps the rows intact?

Thanks.
