File > Open "letter.ott" uses the template to create a new doc from the template, _unless_ you open it using the "Recent Files" list. An unfortunate inconsistency, IMO.

If you want to edit a template, you can use File > Templates > Edit ... -- or with any document, when you save the file, you can just use Save As and switch the file type to "OpenDocument Text Template (.ott)".

The only template that you can't handle by the normal file operations is the default template. You must use the File > Templates > Organize dialog to designate a template as the default. Since that dialog only looks at the standard template locations, the otherwise normal template file must be located in the templates directory in order to be made the default.

What the special "Templates" dialogs will do for you is provide access to system-wide template directories, so all OOo users can create docs from those common templates. For a typical single-user PC, that's not so useful.
