There seems no simple way to do change the default templates system-wide. When I last looked, the default templates were not stored as documents but were generated by the programme binary.

     Yes, this is possible. If you are using Linux, they should be
located in  ..../openoffice.org2.0/share/template/en-US. To move them
there you need to change the owner and group to root before placing
them there. (This requires using su in a Konsole window.)
     Details: The .../ is the path to the openoffice.org2.0/ folder.
Unless you use the US verson of English, the "en-US" will be
something different with the first two letters being the language and
the last two letters the country.
