In what way it "is much better"?
The encryption algorithm used by OOo, native and by default, is 100's
of times stronger than the one used, by default, for MS Office.
The implementation of the algorithm in OOo is also better than MS
office - you'll not see something like this with OOo :

OOo forces the user to enter a password of greater than 5 characters
in length, where as MS Office a single character will suffice. Whilst
longer passwords are not necessarily harder to defeat, IMHO it does
get the user to think about it a little more.
On a slightly different note - I also believe the user experience is
better in OOo when trying to protect entire documents. The ability to
add a password when it comes time to save (with OOo) is much more user
friendly that having to look for Tools > options > "save" tab, then
enter each password twice in different popups (as with MS Office) ...
but that one may just be me...
I've not looked into this one in alot of depth, but I also believe
that the OOo and the ODF file format means means that issues like this
do not happen with OOo (again, I've not checked this out personally):

Now I'm sure that someone will be able to dispute that this makes OOo
better, but for me it does. I'm also sure there are things that I've
left out - if so someone will be able to fill them in...
