Jim,
Here's how I do it:
Set up a blank document the way you'd like your default to look,
including page size, etc.
File > Templates > Save
-- click OK once you've given it a name
File > Templates > Organize
-- on the far left, select the template you just created
-- click the Commands button, choose Set as Default Template
Now to check, close and re-open OpenOffice. If the new untitled
document looks the way you set up your template then you've done it
correctly.
