I am going to assume two things:

1.  You are using a new (or newer) Mac with an Intel chip inside.
2.  You downloaded X11 from Apple's download site.

You have made a common error.  The version of X11 at that Apple download
web site is designed for an older version of Mac OS X.  Unfortunately,
Apple does not do a version check before allowing you to download this
software.  It is not usable with the newer version of Mac OS X called
Tiger.  However, all is not lost and you already have the X11 user
package.  It is on your installation/restore diskset.  If you open the
box that the disks are in, you will find a disk labeled Restore disk 1. 
Place it in the optical drive and wait for the restore screen to
appear.  Navigate down the screen and you should see an item called
"Install Optional Packages".  Click on this item and you should now have
a list of installable packages.  Select the X11 User package and this
package ONLY.  Select install and you should have to enter a user name
with administrative privileges and that user's password.  The software
package will install.  Do not do any other activity while the package
installs.   In about five to ten minutes (depending on your system speed
and how full your hard drive is) the installation should complete.  X11
is now installed and you do not have to restart your system. 
OpenOffice.org 2.0.4 should now install and you should be greeted with a
message about using the Apple system fonts installed on your Mac.
