First of all, which desktop are you using? It's probably Gnome as it's
an Ubuntu system, but I'm currently on Ubuntu with KDE. In KDE, you
click on K->System Setting->Local Settings and Disability->Keyboard
Layout->Layout. Note that was all translated from Hebrew, so the exact
English wording may be a bit different. Here you can add whatever
languages you need.
What is your system locale? You should be using a UTF-8 locale. That's
probably "th_TH.UTF-8" but double check me.
