Yes, this is the problem, to just hit reply.

When replying on any *public* mailing lists is muuuch better, and
therefore considered more polite, to:

1) cut as much as possible of the message you are replying to. It's
   useless, not to mention unpolite for dial-up users who pay per byte
   or minute, to post again a message they had already downloaded

2) Add your comment/answer *after* the text you are replying to, not
   on top like you are doing. In this way those who find a message in
   the archives, or the other list members who missed the previous
   messages, can still figure out what is going on by reading the
   conversation in its natural order. Look in a search engine for "top
   posting is bad" for more on this subject.

I don't like nor dislike it, really. I believe you and I have nothing
against what you said. I just pointed out that yours is not an answer
to the question that I actually asked.

Official as, in plain English, "official", that is, from the context
and from http://dictionary.reference.com/browse/official:

in this case, from the School Board or its official delegates for ICT
matters.

Obviously, I am talking of the boss of your administrator and/or the
University Rector, Principal or whatever it's called.

I asked what are the official policies in other places. The fact that
the administrator at your University is your friend and trusts you has
no official value as an authorization whatsoever. It's not a policy.

To understand the difference, you just have to ask the Rector, in
writing, "All students are allowed to bring their own sw from home and
run it (not installing) as they please on the school computers, aren't
they?"
