Normally, if you have installed (not only downloaded !) OO , you have an icon of OO on your desktop. If not, search for the directory where you find the file <soffice.exe>.

With respect, the installation of OOo has never added an icon to my desktop or any where else and I have always had to go into the program files and double click the .exe to start it. No big deal but it could be mentioned on the download page as this is a regular enquiry.
