Updated issue with the following:

Opened a Writer session, added two toolbars, saved document with a some
text in it.
Opened a new Writer session, toolbars are missing that I added.
Opened saved Writer document, toolbars (mostly) are back.  The bullets
and numbering toolbar did not restore but it is not 'sticky'.

Opened a Draw session.  Opened the arrow and picture toolbars.  Placed
arrow toolbar on right side of window and picture at bottom.
Saved as a Draw (.odj) document.
Closed Draw window.
Opened new Draw window.  No new toolbars.
Opened saved Draw document.  Toolbars are back.

I agree with Mr. Blevin.  Toolbars should remain from session to
session.  They should NOT be associated with a particular document.
