I am looking at starting a ballot inititive to force the State of Michigan to 
require the use of ODF format for all documents in all State agencies and 
courts.  This would free us from the bonds of proprietary software product file 
formats and also open up the possibility of use of programs like OpenOffice.org 
in the government.  The more states that move to this position the more 
pressure that is on Microsoft to support ODF.  As these two come together it 
opens the playing field in the "Office" market for all players.  

I am needing to find some resources to help in figuring out how to start the 
process then to build the army for the petitions and finally to get it passed.  
With enough computer geeks and technosavy people we should be able to start an 
unstoppable groundswell to get it done that even M$ cannot stop.
