I don't know the details.  However, you have to remember that since MS
controls both the OS and app, it's easy for them to do things that are
unavailable to others.  An example of this came out several years ago
with Borland.  They tried to find out why MS apps out performed their
own.  They found that MS apps used secret API that were unavailable to
those from competitors.  MS has used other tricks over the years, to put
competitors at a disadvantage.  This appears to be happening again with
Vista and security apps from Symantec and others.

As long as MS controls both the OS and apps, there will never be a level
playing field.
