I think that setting up an indented style is probably the best thing to do.

First, format a paragraph to with to look the way you want it. Do this in Format, Paragraph, Indents and Spacing. Then highlight the paragraph and click on Format, Styles and Formatting. A box should appear listing the current styles. Click on the icon in the top right hand corner of the box and a small box with three options should appear. Click on New style from Selection. You only then need to give your new style a name and use style this whenever you need the indented first line.

Everytime I try to move it, the second lines stay right under the WHEREFORE and 
they need to just stay put.
