It sounds similar to a problem I had with toolbars at one stage. I could not use the toolbars at all - not even close them.

I have a Linux OS and use Kde. I somehow stumbled on a fix. I used the Kde control centre >System >Window Behaviour and pressed the "defaults" button. Perhaps that or something similar will work for you. I was later able to reset Window Behaviour to the way I wanted without affecting the toolbars again.
